Lynas USA had an expenditure-based U.S. government contract for a proposed heavy-rare-earth processing facility at Seadrift, Texas. Wastewater permitting issues required an alternative pathway and additional capital, and construction and U.S. operations had not commenced. In March 2026 Lynas and the U.S. Department of War chose to progress a four-year oxide-supply framework because of significant uncertainty over whether the Seadrift facility would proceed. The project remains a wholly owned pre-construction proposal, but it has no current construction decision, reliable capex or operating schedule.
