The planned Oklahoma module applies IONSolv to rare-earth recovery from end-of-life permanent magnets. The September 2026 evaluation uses model v0.7 dated 3 September 2026 and assumes 30.66% REO feedstock, with overall recoveries of 89.3% for neodymium oxide, 88.5% for praseodymium oxide and 88.8% for dysprosium oxide. Integrated recovery through to final product remains unvalidated. Feedstock grade and availability require commercial-scale confirmation; pricing uses uncontracted benchmark assumptions at 90% realisation. Costs are study-level estimates, and the model assumes no production ramp or working capital. Construction requires funding, site selection, permits and approvals, and a final investment decision. Oklahoma's potential incentive support includes site-selection assistance and investment-linked rebates, with specific programs subject to definitive documentation and statutory, approval, appropriation and discretionary requirements.
