Electra is expanding and recommissioning its wholly owned, fully permitted brownfield hydrometallurgical refinery in Lorrain Township near North Cobalt and Temiskaming Shores. The initial design targets approximately 5,120 tonnes per year of contained cobalt in battery-grade cobalt sulfate, equivalent to roughly 25,000 tonnes of cobalt sulfate product, with optimization and debottlenecking intended to increase contained-cobalt capacity to approximately 6,500 tonnes per year. The process uses cobalt hydroxide feed and incorporates leaching, impurity removal, solvent extraction and crystallization. A historical optimized engineering case reported a US$147 million after-tax NPV at an 8% discount rate and a 48% after-tax IRR, but Electra has not published refreshed NPV or IRR figures incorporating the current construction plan. In February 2026, the board approved a separate US$73 million budget for remaining construction through mechanical completion.
